Public Hearing Notice: Waterline Extension Project for Hendrysburg, Fairview & Mt. Olivett Road

Belmont County and the Village of Fairview, in Guernsey County, intends to apply to the Ohio Department of Development for funding under the Community Development Block Grant (CDBG) Residential Public Infrastructure Grant Program (RPIG), a federally funded program administered by the State of Ohio for the construction of a water line extension from the Village of Barnesville to serve the areas of Hendrysburg and Mt. Olivett Road in Belmont County and the Village of Fairview in Guernsey County.  The County and Village may each be eligible for up to $750,000 of the FY 2025 CDBG RPIG funding, provided the County and Village meets applicable program requirements.  On June 5, 2025, the County and Village conducted its first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other important program requirements.

A second public hearing will be held on June 17, 2025, at 7:00 PM at the Pennyroyal Opera House, located at 198 Fair Avenue, Fairview, OH, to give citizens an adequate opportunity to review and comment on the County and Village’s proposed CDBG-Residential Public Infrastructure Grant applications.

Citizens of Hendrysburg, Mt. Olivett Road and the Village of Fairview area and other interested people of Belmont and Guernsey County are encouraged to attend this meeting on June 17, 2025, at 7:00 PM to express their views and comment on the County and Village’s proposed CDBG Residential Public Infrastructure Grant applications.
